في السياسة، لا تكمن الخطورة في الاتفاقات المعلنة بقدر ما تختبئ في التفاهمات غير المرئية. وهذا تحديداً ما يفسّر حالة القلق المتصاعدة في المنطقة عقب التباين الصادم بين ما جرى تداوله عن مفاوضات الفريق الأمريكي في إسلام آباد، وما تسرّب لاحقاً من مخرجات اجتماع جنيف.
في إسلام آباد، بدت الشروط الأمريكية حادة وواضحة: وقف كامل للنشاط النووي الإيراني، تسليم اليورانيوم عالي التخصيب، ضمان حرية الملاحة في مضيق هرمز دون قيود، وإنهاء أذرع طهران المسلحة في المنطقة.. كانت تلك الشروط توحي بأن واشنطن قررت أخيراً التعامل مع أصل الأزمة، وحسم مخاطرها، لكن ما حدث في جنيف أثار أسئلة أكبر من الإجابات المتاحة. فجأة؛ انقلب المشهد رأساً على عقب: مذكرة مبدئية تتحدث عن وقف الاعتداء على إيران وحلفائها، قبول بضخ الأموال الإيرانية المحتجزة، وحديث عن صندوق دعم ضخم بقيمة 300 مليار دولار، هنا يصبح السؤال مشروعاً: ما الذي تغيّر خلال أيام قليلة؟ ومن صاحب الكلمة الفصل، ومن المفترض أن يضع اشتراطاته!
المفارقة لا تبدو مجرد تعديل تفاوضي طبيعي، بل تحوّل إستراتيجي يثير الريبة، فإيران لم تغيّر سلوكها الإقليمي، ولم تتراجع عن أدواتها العسكرية، ولم توقف اعتداءاتها التي تهدّد أمن المنطقة بل على العكس، جاءت الهجمات الأخيرة على البحرين والكويت لتؤكد أن الخليج ما زال يدفع كلفة الفوضى الإيرانية الممتدة.
لهذا، يصبح القلق الخليجي مبرراً بالكامل، لأن أي اتفاق يتجاهل ملف المليشيات، أو يمنح طهران سيولة مالية ضخمة دون ضمانات صارمة، قد يتحوّل إلى وقود جديد لعدم الاستقرار، والتاريخ القريب يقول إن الأموال التي يفرج عنها لإيران لا تنعكس غالباً على الداخل الإيراني بقدر ما تتسرّب إلى ساحات الصراع وتسليح المليشيات!
ربما لا تزال هناك بنود سرية لم تتضح بعد، وربما تكون قراءاتنا متعجلة، وربما تحمل الأيام المقبلة تفاصيل مختلفة، لكن المؤكد أن المنطقة تقف أمام لحظة خطيرة وحسّاسة، حيث لم يعد السؤال: هل هناك اتفاق؟ بل: لمن كُتب هذا الاتفاق، ومن سيدفع ثمنه؟!

This precisely explains the rising state of anxiety in the region following the shocking disparity between what was circulated about the American team’s negotiations in Islamabad and what later leaked from the outcomes of the Geneva meeting.
In Islamabad, the American conditions appeared sharp and clear: a complete halt to Iranian nuclear activity, the handover of highly enriched uranium, ensuring freedom of navigation in the Strait of Hormuz without restrictions, and the dismantling of Tehran’s armed proxies in the region. These conditions suggested that Washington had finally decided to address the root of the crisis and mitigate its risks, but what happened in Geneva raised questions larger than the available answers. Suddenly, the scene turned upside down: a preliminary memorandum speaking of halting aggression against Iran and its allies, acceptance of releasing the frozen Iranian funds, and talk of a massive support fund worth $300 billion. Here, the question becomes legitimate: what changed in just a few days? Who has the final say, and who is supposed to set the conditions!
The paradox does not seem to be just a natural negotiating adjustment, but rather a strategic shift that raises suspicion, as Iran has not changed its regional behavior, has not backed down from its military tools, and has not halted its aggressions that threaten the region’s security. On the contrary, the recent attacks on Bahrain and Kuwait confirm that the Gulf is still paying the cost of the extended Iranian chaos.
Therefore, the Gulf’s anxiety is completely justified, because any agreement that ignores the militia issue or grants Tehran significant financial liquidity without strict guarantees could turn into new fuel for instability. Recent history shows that the funds released to Iran often do not reflect positively on the Iranian interior but rather leak into conflict zones and arm militias!
Perhaps there are still secret clauses that have not yet become clear, and perhaps our readings are hasty, and perhaps the coming days will carry different details, but what is certain is that the region stands at a dangerous and sensitive moment, where the question is no longer: Is there an agreement? But rather: For whom is this agreement written, and who will pay its price?!
